This was their considered experience driven response to the warfare they were involved in, not a policy dreamed up by some inexperienced desk jockey. So alongside tank development they developed the fixed tops eg the SU-85, SU-100 and SU-101 family, the latter reaching the prototype stage at the end of the war. The USSR produced plenty of tanks, as always the problem was to produce a suitable one. Just like with the Germans initially with the StuG, this was not driven by a shortage of tanks. As a result of this experience they decided that fixed top assault guns/tank destroyers would be a useful AFV in addition to tanks and others.
